In August 2015, the project "Global Governance Regimes and China’s Strategy to Integrate International and Domestic Rules" was launched as a major research project funded by National Social Science Fund of China. The research group led by Professor Zhao a distinguished expert on global economical governance and strategic choices for China will engage in an International rule-making process. Professor Zhao has published dozens of well-respected articles related to this topic over the past few years. Professor Zhao has consulted with China’s State Council and related Ministries for policy recommendations on these issue-areas. This project will accumulate and demonstrate the group’s comprehensive research results and findings to the academic community.
Currently China is facing increasing regulation pressure, so there is an urgent need to adopt some measures to resolve the current issues. Therefore there is great need to maximize full integration into the economic rule-system and strengthen China's position in the dual historical process. Historically, China has participated in the international rule-making systems, especially in the usage of international ruling to reform domestic systems.
Its well know that China has faced tremendous pressure in the process of developing its economy and engaging in international economic and financial regimes in the past. This pressure still exists and is getting urgent for China to take effective measures to address the situation. Ignoring proactive ways to reform international regimes and the strategy to participate in international regimes were problematic, and to some degree China was passively forced to reform domestically through international pressure. Therefore, China needs to recognize the importance of coordinating domestic and international rules, and upload China's wisdom and philosophy of domestic rules to the international level. "Internationalizing" our regulation may also meet China's structural needs to gain "Institutional Power" at global economic governance forums. Taking a strong stand, China will gain the respect of the international community, especially developing countries. China should take a more active role in shaping the international rule-making process. The integrating approach towards international regimes may also input fairness and equality to the international system, thus contributing to provide institutional public good for the international community.
All countries need to realize, that there should be integrated international and domestic rules adjusted through international rules of wisdom and conception. There is an urgent need to achieve the global economic governance system with the expectation that the participation between the rule-making international community and general affairs of developing countries and China would be to implement "the internalization of domestic rules". To accelerate their vigorous involvement in international rule-making, to promote full national power, reasonable and fair international rules of the system, and to create institutional public products for the international community.
The roadmap of the research steps should be described as followings. First, research will focus on domestic regulation to ensure domestic rules with compatibility to interact with international rules, avoiding potential conflicts between domestic governance systems and international rules. Second, the project will explore the approaches to "upload" domestic rules to the international level, and shape international norms in the long run. The purpose is to strengthen China's influence in the international rule-making process, gaining more institutional power globally. Third, the project will seek for a grand strategy to maintain fairness and justice in the international rule-making process, representing the interest of developing countries. Most importantly, the team will try to design the frameworks and programs to integrate domestic and international rules. It might be challenging and complicated to explore because of the huge difference of goals, scopes, operating and implementing processes between domestic and international rules.
This project will follow a solution-oriented approach, seeking to coordinate with China's economic diplomacy, and provide insightful theories, concepts and strategies. The content of the project will cover international trade, financial, environmental regimes, and will comprehensively consider the links and interactions between domestic and international rules. The leading expert of this project, Professor Longyue Zhao will coordinate distinguished domestic experts and international researchers schedules to ensure accomplishment of these research objectives. The research results and policy recommendations will be given to policy- making departments in China.
Questions to be focused on through this research:
The main problem is the complexity of the rules of the international system, understanding that there is an existing functional disparity between operative objectives, logical and implementation path on both sides.
This topic is oriented to solve the issues described above. Focusing as well on services of national economic and foreign development strategy, oriented to the new period of consideration and integrated usage of domestic and international rules, to provide theoretical support and strategy program. The main content is about trading, financial and environment rules, and the most important issue to consider is the mobilization of the three rules of the international and national dimensions, providing more powerful interaction. Developing trading, financial and environment rules also need consideration in the ranks of international regulations and it's applicability to the norm of rules. We need to remember the consideration of the developmental process in international ranks; it's active participation in the international community for the promotion of international rules, adjustment and innovation.
Many foreign and national experts have been invited to participate in this project to insure the success of this program.
Through the promotion of a scientific division of labor, this program will achieve significant innovation results for scientific research, educational value and national decision-making.
